It may be a little easier in the UK, than here. I remember last year when I called around about Mirena, the Drs didn't want to know as soon as they found out I was not a moo. This was just an IUD, let alone a tubal. It really pisses me off how, as you said, if someone wants to breed, no questions asked, but if you want sterilisation, they act like you are crazy. No one seems to realise that breeding is also a permanent decision; you can't send the damn thing back if you don't want it. The 'unneccessary surgery' thing is a lie cos Drs do crap like boob jobs, tummy tucks, and cheeckbone implants all the time. Yes, Merc and I will both go.
